FEMA Assistance
Residents of Linn County can now apply for the Federal Emergency Management Agency's (FEMA) Individual Assistance Program, which provides disaster-affected homeowners, renters, and businesses with programs and services to maximize recovery, including assistance with housing, personal property replacement, medical expenses, and legal services.
Assistance can come in the form of grants for temporary housing and home repairs, low-cost loans to cover uninsured property losses and other programs to help individuals and business owners recover from the effects of the disaster.
Individuals and business owners who sustained losses in the designated area (Linn County) can begin applying for assistance.
How To Apply
- Call 1-800-621-3362 or 1-800-462-7585 for TTY users. Users of 711 or Video Relay Service (VRS) may call 1-800-621-3362.The toll-free telephone numbers will operate from 6 a.m. to 9 p.m. CST, seven days a week, until further notice.
- Applications for assistance can also be submitted by applying online at www.DisasterAssistance.gov.
Locations for FEMA Disaster Recovery Centers (DRCs) are being determined and information regarding these sites will be communicated once finalized. DRCs are accessible facilities and mobile offices set up after a disaster to help with FEMA response and assistance.
Linn County residents are no longer eligible to apply for the State Individual Assistance Program and should apply for the FEMA Individual Assistance Program.

Program Description:Other Needs Assistance (ONA) under FEMA’s Individuals and Households Program (IHP) may be able to provide you with financial help after a disaster. The program provides money, if you qualify, for necessary expenses and serious needs caused by the disaster.

- Medical and dental expenses
- Funeral and burial costs
- Transportation
- Moving and storage
- Miscellaneous and other expenses
- Critical needs assistance
- Group flood insurance program

You must meet all of the following conditions to qualify:
- You have losses in a presidentially declared disaster area.
- You have no insurance or have filed an insurance claim, but it does not cover all of your damage or loss.
- You or someone who lives with you is a U.S. citizen, a non-citizen national, or a qualified alien.
- You have necessary expenses or serious needs because of the disaster.
- You have accepted help from all other available sources, like insurance or Small Business Administration (SBA) disaster loans.
Other conditions and limitations apply.

$450 from The Red Cross
The Red Cross said eligible households can
apply for $450 to support emergency needs, with funds being made available
through Electronic Funds Transfer (EFT). People will be allowed to make their
own decisions about how to use the funds based on what they need as they
recover from storm damage. The Red Cross gave examples of replacing clothes or
food, offsetting transportation costs, or using the money for other immediate
needs. The Red Cross defines major damage as significant structural damage to a
home that will require extensive repairs, including failure of the roof, walls
or foundation. And it defines destroyed homes as those that are considered a
total loss due to damage so extensive that repair is not considered feasible.

- Neighborhood Resource Center to help consolidate available services. The centers will be open 9 a.m. to 7 p.m. daily and be staffed with city employees and volunteers. Initially, the sites will provide food and daily updates on services for residents. Additional resources will continue to be added including supplies for clean-up, and legal and mental health assistance. The sites are coordinated by Linn Area Partners Active in Disaster organizations. Services will transition as additional resident needs are assessed.

Overnight shelters in Cedar Rapids area
The American Red Cross has opened an overnight shelters. Individuals and families who have been impacted by the storm and power outages are welcome to the shelter where Red Cross volunteers are on hand to assist. Protocols are in place to ensure social distancing and additional steps are taken to maintain a safe environment in the shelter due to the COVID-19 pandemic.

Anyone in need of assistance can call 1-800-RED-CROSS and select option “4,” then option “2,” then option “2” again, and provide information on their location so appropriate services can be arranged.
